On May 22, 2022, officers were on patrol in the area of Huntingdon Pike and Red Lion Rd. This is a T-intersection at which vehicles traveling westbound on Red Lion Rd would have to make a left or right turn only. Huntingdon Pike has one lane for vehicles traveling north and two lanes south, one is for a left turn only onto Red Lion Rd and one for vehicles going south.

At that intersection, officers observed a black two-door vehicle making a right turn from westbound Red Lion Rd onto Northbound Huntingdon Pike. The vehicle made a wide turn, crossed a double yellow line, and went into the lane designated for a left turn only. The vehicle continued on Huntingdon Pike exceeding the posted speed limit sign and was observed swerving.

Officers conducted a traffic stop, approached the vehicle and met with the driver and passenger. The driver was identified as Rachel Lunas-Gutierrez. Officers informed Lunas-Gutierrez of the reason for the stop and asked for her driver's license, vehicle insurance, and registration cards. Lunas-Gutierrez informed officers she did not have her license with her, her insurance card was in a phone app, but she could not provide it due to her phone battery not being charged, and instead of the vehicle registration card, Lunas-Gutierrez provided officers with a bill of sale for the vehicle.

Upon further investigation, it was learned that Rachel Lunas-Gutierrez was operating a vehicle impaired. She was subsequently arrested for suspicion of DUI and related offences.
